When i measure the pushrods, do i do it on all 12? Or is 1 ok? Do i need to make sure the Engine is at a specific position?

I would at least do the front and the rear cylinders. bring the piston up to TDC on the compression stroke. Insert pushrod, put on rocker, measure. The piston needs to be on TDC of the compression stroke so that the intake and exhaust lifters are on the base circle of the cam.

Is there any pro/con to getting the right length pushrods compared to just shimming the rockers?
Also, can i replace the rocker bolts with new grade 8 hardware or similar... or are these special duty?

Getting the push rod length correct vs. shimming the rocker arm can effect valve train geometry. Push rod length won't as it just changes preload on these engines. Shimming it will. I don't think it is as critical as some engine on these though, but you should check it. As far as the shim itself, it should be hardened and you won't find the correct thickness at a hardware store.
I am unsure of the stock rocket arm bolts, but you should be fine with grade 8. Harland sharp roller rocker uses off the shelf socket cap screws.

Thanks man for all your help it has really been a life saver!
Measured pushrods today. Both intake and exhaust on #1 and #6 TDC.
Each were almost the exact same @ 13.25 turns.
So 13.25 x. 050 = .6625
.6625 + 8.8 = 9.4625 Measured Length
9.4625 + .030 = 9.4925 Length with desired preload (.030)
Hows that look?

Turns out Smith Bros Pushrods is right here in town. Drove over earlier and told them what i needed. Came home with nice new pushrods. They have tons in stock and ready to ship also! 5/16 Diameter, .083 wall. More specs and pics to come after work.

Pushrods are 5/16 Diameter, .083 Wall @ 9.5". This increased my Preload by .0075 totalling .0375. Still looking good IMO.
