I have recently was givin two 4.0 liter motors and was told that it is pretty simple to use 4.2 liter parts to make a stroker. My first question is does the block 4.0 block need to be bored out to use the 4.2 parts.

Nope. Since you're not using 4.2 pistons. I'd suggest you read the FAQ section.
