First question is what catalytic converter did you install, you say it is new. Even though it may be biased to the lean side , your hc is high, the co2 is low, and considering how high the o2 is the catalyst should have plenty of grant to clean up the hydrocarbons and bring up the co2 value.

Does your engine have a egr valve ?
OBD1 and OBD2 Jeep tuning (Renix, SBECII, JTEC, JTEC+, NGC) , re-programming via handheld programmer or bench flash.

Could you post exactly which cat you have installed ?

You say the O2 is a two wire sensor ?

O2 is a 4 wire. I checked it. Thought it was 2. I'll check the cat again tonight. Is their a model# on it?and where? I don't have access to a drb2.

I googled it and it appears to be a magnaflow and the correct one.

The dealer has them, it is the factory scan tool. They pop up used on ebay if you want to buy one.

That is a universal, 49 state approved cat, I have used that specific cat previously on several cars, and while it does work it is not as good as a oem cat.

I looked up your year and model in the factory parts catalog and it appears that those all had a EGR valve installed.I would say that if that engine was designed to use an EGR valve that if you take it out the NOx would be well above what it should be, as the EGR valve is there specifically to reduce NOx emissions.

EGR was used through 1990 on the 4.0 and 4.2 engines, 1991 -> did not use EGR.

I see where you are going on this "being lean" idea, but you have to understand that in order to get CO and HC within acceptable limits, the mixture must be switching right around stoich. If you run it richer, the NOx levels will drop, but then CO and HC will be high, and O2 will be low, and the catalyst must have O2 in order to work. NOx emissions go from almost nothing to very high levels within a very narrow window of mixture on some engines, that is why they have EGR. It is possible to design an engine to be less NOx prone through cylinder head and camshaft design, which is what they did on the 1991 and newer 4.0 engines, that's why they don't have EGR valves. I'd say, get the EGR hooked up and you should be good to go. Or if you want to try the ignition timing retard, do that first. I am surprised they did not check to see if you still had EGR installed when you went in for the smog test.
