Not sure if I did this right but the pushrods range from 9.642-9.647. 3rd cylinder intake I believe fully open measures9.481 without added preload. Rockers are pretty side to side loose though.

No, you really don't.
Even the rocker knotch on top of the valve .
The what?
I guess if I measure bottom of valve spring to top of rocker and find length of valve travel then I can find a cylinder with both closed.
Watch the rockers on the clinder you are checking as you rotate the engine over by hand. Rotate the engine clockwise when facing it. When the intake valve starts to close you are on the compression stroke. Continue to rotate until you can see/feel (long chopstick or something) the piston hit TDC. You will be on the heel of the cam lobe. That is where you measure preload.
First two pushrods werent even under the rickers. One of them was REALLY flippin bent. I mean bent !!!!!!!!!!!
You either have a lack of preload, or way too much or something else in the valve train is binding. Take a look down the in the lifter valley and make sure the lifters haven't come out of their bores.

.166" Is a huge difference for some reason.

Doesn't matter.
