7 psi hot idle still worries me.

That, coupled with a 40+psi hot cruise, indicates that the oil pump is good but the bearing clearances are excessive.
Did the shop actually replace the rod/main bearings 'cause I can't see what "slight changes" they could make to "tighten up the tolerances a little" without replacing them.
Something's definitely still wrong and you'll soon find yourself rebuilding the engine again if you continue to run it with a hot idle oil pressure that low (assuming the gauge is correct). You could use a thicker oil but that would still only delay the inevitable.

If what you guys are telling me is correct then I am about done with this engine.

I guess I will take the jeep to the machine shop and see what he says. He said everything was perfect the last time he rebuilt it. So, not sure where we will go from here.

I wish I had never stroked the engine. Should have just changed the head gasket (what started all of this) and been done with it.

What should the pressure be at hot idle for a standard melling oil pump?

~20psi, same as stock basically. I'd be having a little chat with the machine shop if you ruled out all other issues.

trust no one do it yourself.its the only way you know what the clearances are before you start.its really hard finding a machine shop you can trust.when you do stick with them.other than that there is always an excuse why it isnt their fault.
