It will take a few moments for the lifter to bleed down. I would wait until it stops then take the reading.

but if the lifter has to bleed down for the valve to close, how is the valve actually closing at all while it's running?

It will bleed down then pretty much remain static while running. Constant pressure from the valve will keep the lifter cup in the correct location.

did you check pre load on all cylinders? its most likely not fuel related if running rich didn't change it, how many miles are on it? did you break in the cam properly? im almost positive its either valvetrain or ignition

no i didnt. it got dark out before i could, i only checked a few. There's about 15 miles on it maybe? drove it across town to use the smoke machine. Yes i broke the cam in properly.
I'll check all the preload tomorrow i guess.

I would not rule out fuel related issues yet. The PCM can do funny things if the fuel injectors don't agree with it or with the engine needs. If you have a known good set of stock ones it wouldn't hurt to throw them in a drive it gently to rule out the injectors. Salvage yard injectors always scare me also. Also, check your fuel pressure.
But as said, check preload on every cylinder. Remember it may take more time than a few seconds for the lifters to bleed down.

well ill consider swapping out the injectors if it continues. tomorrow i will check preload and the ignition system. might grab a distributor from the jy and a spare injector if the truck i got them from is still there.

Even though you have index the dist, you my need to grind the ear of the dist so that you can fin tune the timing. (twist it back and forth slightly)

Ditto on checking your lifter preload. Do you know how far you sunk the valves into the head? If you took .035" off the deck and then took more from the valve seat to increase spring install ht., this combination of things makes your pushrods act much longer (assuming you used stock ones?). This could possibly be maxing your lifter preload out, holding the valves open while it's running.

Could have two spark plug wires switched on the distributor, check 2 and 4, I did this once and kicked myself later
