So I guess these are the numbers I should expect? For giggles I tried Dyno2000 with the same specs and it's pretty similar, 239hp/324tq.

With the 4.7 build I've been looking at above it will run me about $4200 when compared apples to apples with Golen's 4.6L. I've been going back and forth with their owner Chad, his 4.6L claims to reach 270HP, here is his dyno graph which also appears to be simulated

Could this 4.6L really be hitting these numbers?

Only with a full port job on the head plus the ancillary bolt-on performance mods. With a stock unported head, no chance.

I've been going back and forth with them, this is what they said specifically about the head work
We install larger 1.94”/1.50” valves, cut a three angle performance valve job on the seat and then blend the VJ into the bowl. This increases airflow quite a bit in the head and allows us to make the extra torque and hp
When I asked about the hp..
Yes the 270hp is rated at the crankshaft. This number is with a stock intake, throttle body, header and exhaust. If you upgrade to a 62mm throttle body, cold air intake, aftermarket header and exhaust you can make up to 300hp and 340 ft lbs of torque.

At one point the article states
Part of the delay in getting our engine was the fact that we asked for the optional engine dyno break-in and power test from Golen Engine Service. Here's what our 91-octane pump gas beast belted out using 24-pound injectors, a Hesco adjustable fuel-pressure regulator, a 66mm throttle body, and a Hooker header.
It provides a table showing the break in dyno gave 324tq/268hp with the above mods

However, the chassis dyno results weren't super impressive

Even with 25% driveline loss thats 215hp/280tq, they did mention their tune wasn't 100%. Thoughts? I'm slightly leaning more towards my build as I'm using the longer 4.0 rods, forged pistons and a 12cw crank. Apples to apples it will be relatively the same cost

300/340 from a 4.6L stroker built to Golen's specs is only possible if they smoke a crack pipe.
A 260-270 crank hp number is definitely achievable though. I have my own chassis dyno results with the stock cam in my sig. I'd originally used the Crane 753905 cam in my build and if I'd run my Jeep on the dyno back then, I'm sure I would have gotten close to 210rwhp.
