Ill ook into the cost of water/air intercooler. The main component in my air/air setup under the hood idea was the electric fan and shroud I would be mounting to the bottom of the intercooler to pull air in through the hood scoop while crawling at lower speeds.

I don't think that the fan pulling air thru the scoop then intercooler and into the hot engine compartment would work out. There are many sizes and shapes and configurations for the air-water intercoolers. Try www.siliconeintakes.com for examples.
