looking to do a stroker in my TJ. this will be kinda budgeted. question is which way is better and y? Being that have to buy pistons any way, stock 4.0 or aftermarket. what is a good reliable camshaft also.

4.2 crank, 4.2 rods and stock 4.0 pistons.

Gien that Keith Black have blessed us with a set of affordable off-the-shelf forged pistons, I'd say go for the IC944 pistons with 4.0 rods and 4.2 crank.
The CompCams 68-231-4 is a very good choice for a daily driven stroker.

when doin this route is it necessary to deck the block? is it necessary to balance the rotating assembly or just weight watch?

also have heard that using some rings from a 283 and file fitting them, what is the common route with rings?

Decking isn't necessary, but the KB944s will be .020"(IIRC) down in the hole as installed. So decking will help with quench. An I6 crank does not get balanced with bob weights. Just spun up alone and balanced. The rest of the parts are just weight matched.
