4.6L stroker fuel problem plus NSG 370 CPS?

I am attempting to start a 4.6L stroker I built and put into my CJ7. The starter turns but it wont fire. If I spray starting fluid down the intake it fires for a second. So I traced the problem down to the fuel rail. I get gas all the way to the fuel regulator. No pressure in the fuel rail and no gas returning to the tank durning cranking seems to be the problem.

1. When I unhook the fuel feed line I get about 2oz of fuel per 15 seconds of cranking. Does that Seem low?

2. The feed line goes into the fuel pressure regulator tube and not straight into the fuel rail tube right?

3. So do I have a bad fuel pressure regulator or bad pump pressure? Pump not low enough?

4. Does anyone know if I can use the NSG370 CPS, 91' 4.0L flywheel and spliced into my 91' CPS wiring harness all in the stock NSG370 location? Thats how its set up now.

Jeep details.....
1983 CJ7
1991 4.0L engine and Hesco wiring
4.2L crank
4.0L rods
KB 944 pistons
NSG370 transmission
91' 4.0L flywheel
E2000 fuel pump

The feed line goes into the rail and the reg. dumps the extra into the return line. They SHOULD be different sizes.

I switched them and still not starting. Getting some pressure in the fuel rail now but not alot. Would having my E2000 fuel pump located too high cause a low pressure problem? The lines are stock and they are the same size.

I have not yet run an inline fuel pump, but i think the instructions should give reference to the install height. If it doesn't keep a good prime it'll flow like crap.

Well to report back on this......The fuel pump was in backwards, the fuel lines at the engine where backwards, and I had to get a CPS Harmonic balancer relocation kit. Now its running great!
