checking renix tps

i looked around at the existing threads for a while, and i did see that renix tps should sweep between 4.8~5.0 volts down to 1 volt ish. the two things i couldnt get straight in my head was which way it was supposed to go, 5 at WOT or 1 at WOT. the other thing is between which two wires do i put my multimeter.

the reason i am asking is this. a friend of mine has a renix XJ with surging idle after its warmed up. my first thought was to check the tps. no matter what, i can only see 0 volts, or 4.83, depending on the wires. there is a grey, blue, and a black wire in both plugs coming off the tps. i would think i should be seeing a change between WOT and closed on at least one set of wires, but nothing.

so again,
1. which way does the voltage go, up with opening or up with closing?
2. which wires do i test from?
3. am i way out to lunch with starting there?

Voltage should go down with more throttle opening.
