Rust protection for the frame

Rust protection for the frame

My TJ has been mostly a Midwest owned Jeep, Illinois and I am the second owner from Michigan. I am now in Washington, and the frame has some rust , along with the body. What is a good, inexpensive, aerosol rust inhibitor? I have the engine out, and I want to take a die grinder with a light sander or scrub wheel, take the rust off the frame, and spray it down to preserve the frame. What do y'all suggest? I have a four day weekend and an air compressor, time and tools aren't a problem.
