T5 rebuild mystery part

SO I'm rebuilding the T5 on my Powder Puff Girls beach blanket when I see this little guy....... Where did it come from? No parts diagrams so it that I saw. No manual mentions it that I read. Did I overlook it? Where does it go? What does it do? Is it this thing in the picture that's unlabeled?
