Anyway I have a built 4.6 with all the upgrades you can think of for power, Question: is it worth getting a 1999 air intake manifold to put into my 1998 4.6?

I swapped an '01 intake manifold with PS pump and mounting bracket onto my stroker several years ago, and I can say it was definitely worth it for the extra gas mileage plus a small gain in low/medium range torque.
The swap was easy with only a couple of vacuum lines needing to be rerouted. I also port matched the intake manifold runners to the cylinder head intake ports, and shaved some material from the injector bosses.
