99 jeep wrangler v8 computer tune

Does anyone have the info on the guy that can retune a ecm for 98 jeep grand and remove skim? I did a magnum swap on a tj and currently running a 2500 pickup computer with no cat and it's pouring fuel at it to the tune of 7.5 miles per gallon and would like to sort out a fix.
