I'm still confused like you were before re-reading. Help?

He was deshrouding the area around the valves. He just worded it weird and scribing the 4" bore was confusing, but makes sense to me now.

Sorry. That was the best way I could come up to describe it at the time. I didn't take a picture.
I bolted the head to the bare block. I then reached up into the cylinders from the bottom with a scribe and marked the cylinder head where the 4" bore meets the cylinder head. The flat surface of the head was hanging in the cylinder all the way around the bore. I left the 2 quench areas and unshrouded the valves out to the scribed line. I hope that makes better sense.

At first glance, I think we both read it as you were going to remove material from the head everywhere inside the scribed line including the squish pads.

^^ exactly. it was the scribed line that confused us. totally makes sense though looking at it now.

No, my project is not dead, but I have come back around to it. Making progress again on the cylinder head. Initial flow numbers look good. I need to blend the bowls after cutting for bigger valves and see if I can increase exhaust flow. I did notice the swirl was low and surging from .200 to .400 lift. I hope to rectify that before finishing.
