Curiosity I guess. Is it possible to basically make the 4.2 into the 4.0-4.7 stroker ? Is it basically just taking a shit ton off the block ?

The only company that I knew of that had stroker cranks for the 258 engine was Flatlander Racing and they went out of business 3 months ago.
If you want to build a stroker, your only option is to start with a complete 4.0L engine and use the crank from your 258.

Its not really that much different besides the 4.2 has a fuel pump hole on the side.

Lol, ... Like John said. A lot more differences than just a fuel pump boss.
How about 1/8 smaller cylinder bore.

I could be wrong, but isn't there a way to grind a crank to get more displacement?

Offset grind the rod journal of the crank.
But then you need to find a rod with a smaller big end and the correct length, etc.
