TPS values

Has anyone here monitored their tps values? You can check it with the engine off, but power to the ignition, and a scanner of course. Mine is registering 8% at idle and 77% at WOT. I took the sensor out of the tb and checked it and it registered 0-91%. I checked a spare and had similar results. I also made sure that the throttle plate was 90* w/o floor mat and pedal floored(@77% registered), so it's not a mechanical issue. Is my pcm receiving lower tps values than it should be? It's almost as if the range in the sensor needs to be tightened up.
