I'll be the first to admit that I have little knowledge of what these number mean. So I thought I would ask some people who might be able to help me out. The lift is +.019(intake) and +.024(exhaust) over the OEM Cam. Could I still use stock valve springs, or would they bind? This custom grind is offered by Clegg.

I thought the stock valve lift was something like .428?

The 96-04 OEM cam had .408" intake .414"exhaust lift. This Clegg cam is .427" .438". Will my stock springs bind?

The springs won't bind but I would also ask the recommended loads as that is very important as well.

This is important to avoid float?

If you like your valves in the unbent form, yes.

I see. I had all of the springs tested today at the machine shop. They tested a little low....68 lbs at whatever compression distance was stated in machinist's book. I forgot the exact numbers but they compressed each spring to a certain distance and measured the force it took to get there. They were a couple of pounds short. It took on average 68 pounds to compress them and it was supposed to take 71-79 pounds. My machinist gave me some .030 shims to put under the springs. And that brought them into acceptable range. But for the cost of new springs I think that I'll just replace them.
