point me in a direction

My current 4.0 is toast burns oil and blows blue smoke so its time to rebuild it and upgrade. I'm looking at getting a stroker that will be reliable and make 350-400 HP at the crank if possible.

What size stroker would you suggest I go with? Also do you suggest a kit or building one from the ground up?

I'm guessing the rings in my current motor are shot....

What's your budget?
Outputs of 350-400 crank hp from a stroker are only realistically possible if you add forced induction (supercharger, turbo). Getting that amount of power naturally-aspirated will require that the engine is spun at rpm well beyond its original design limits, and that's going to require some expensive custom parts and a degree of creativity.

Ok well what's the most power I can make reliably? Could I get about 300 HP

270hp is a more attainable target

Ok well would you suggest a 4.6 or 4.7 stroker and what recipe?

I suggest you go for this one:

4.6L low-buck stroker

Jeep 4.2L 3.895" stroke crank
Jeep 4.0L 6.125" rods
Keith Black UEM-IC944-030 pistons
9.6:1 CR
CompCams 68-231-4 206/214 degree camshaft
Ported HO 1.91"/1.50" cylinder head
Mill block deck 0.020"
Mopar/Victor 0.043" head gasket
0.050" quench height
Ford 24lb/hr injectors with adjustable FPR or MAP adjuster for '87-'95 engines, Ford 24lb/hr injectors for '96-'04 engines, '99-'00 Chevy LS1 26.2lb/hr injectors for '05-'06 engines
264hp @ 4900rpm, 324lbft @ 3500rpm

Don't use the CompCams valve springs 'cause they're too stiff. Instead use the Mopar Performance 5249464 springs with 4452032 retainers and 4549218 keepers. Here's a guide to help you find the parts for your build:

Why that over a 4.7? I will look into it

The extra 70cc displacement of a 4.7 by itself will only make a minimal difference to HP output unless you make other changes e.g. longer duration cam, more compression. The only problem with doing a 4.7 is that you'd need to take the cylinder walls to a maximum 0.060" overbore so if there's any problem later on, the cylinder walls might not be thick enough to take another rebore and you could end up looking for a replacement block.
A 4.6 leaves some room for a second rebore should it become necessary.
