A newbe to your group. Thanks in advance. Looking to buy, likely a TJ thinking of getting a run out engine?? and going for a Stroker, but must pass the Ca. emissions. Your help is appreciated.

Short answer is yes. The Strokers are much more efficient than the stock motors.

Thanks for the help. I was looking into the V 8 / l S 1 YADA
While looking for alternatives found you folks and am looking forward to a Stroker set up that will be stree legal here in the ******** up state, CA. Becaure I have worked hard and saved money and will be 60 this month. ( self gift ) I am looking for a TJ and hope to find one that is done or I can have done. I have test drove a few of the 6 cyl. units and want more HP and Torque. I built a 302 scout many years ago and liked the low end.
Thanks again for your support

A properly built stroker will produce less emissions than a stock 4.0 so you should have no problem getting past the CA smog Gestapo.
