4.0 rods horsepower

Hi there, I have a couple of questions actually. I'll save the details until asked, but how much horsepower/rpm/cylinder pressure(any are useful) will the 4.0 rods handle and can I install the 238 solid crane cam using a 2005 block that has the retaining plate? Also, I didn't see this addressed directly(or I didn't search hard enough), with the cloyes timing chain it says not to install the oil slinger, will this become an issue? the dampener I plan to use is eventually one with the EFI trigger but I have a stock 05 one right now.

Rods will not have an isuue at all. Magnaflux, shot peen and install good bolts. I ran a set for 17 (very hard) yrs and retired them from use. Compression was 14.4 to one with R's from 5000 to 6500 normally.
On the cam, just remove the retaining plate and install the cam of your choice.
