Carbed stroker questions

Just found the sight need help badly!!I have a 90yj 258stroker I'm told by previous owner.Built by a shop that build dirt track motors.
It had a nightmare of vacuum hose and was not nuttered,had all the emmisions hooked up somewhat. Sense then I have nuttered it, Replaced stock fuel pump,ign module,coil, distributor,plugs, install fuel pres reg and gauge. Has a weber 32/36 carb.Redid vac lines as outline in carb install specs online.
The problem is it won't ideal at all. If I connect the vac advance it starts backfiring. Without it it will run rough but only over 1400rpm. Never smell gas. Fuel pres maxes out at 7psi. I think this is due to low volume of fuel. Please Help!
