it never ran 180 out, wouldnt even start, it still has sensor problems so im not going to clear anything quite yet.
i need to figure out a replacement hose or a way to make a new hose to the map sensor. its cracked right when it 90 degree bend out of the throttle. i may need a new iac motor too not sure yet. gotta fix one thing before another. it revs quite nicely but it cant get the idle down below 1500

On the high idle, you may have an adjustment. Seems I remember about drilling something out and being able to adjust idle on the older 4.0s. Is your throttle cable adjusted as it supposed to be? If auto trans, that cable too needs adjusting.
If it is off one dist tooth the idle could be from timing issues. The rotor should point just past number one on cap, cause it already fired BTDC right?
The other thing...if it just doesn't get right...maybe the vibration dampner rubber ring slipped and your timing marks would be meaningless. When they are new some guys scribe a line on the dampner to see if it slips over time.

IDLE PROBLEM is vaccum leak at TB where MAP sensor fitting is broken. If you have to use epoxy or somehow replace or jerry rig the vaccum line into working. You are on right track. Glad it is sounding a bit better. A Vaccum Testor would help you also about now, but a broken vac line is exactly what would mess with idle speed.

As a preventative maintenance item on all my Cherokees, I replace the plastic MAP hose with a piece of stainless brake hard line cut and bent to fit. For all of $7 at the parts store, I'll never have it crack again. I reuse the rubber ends from the old piece.

IIRC it was 3/16" diameter, but the 5' long piece did both my 90 and 94 Cherokee with a little less than a foot left over.
I twisted off the double plug on the TB side and the MAP end rubber piece. after bending up the steel line the rubber ends were a friction fit and didn't leak.
