Is my block trash?

Just finished tearing down the 4.0 block I bought to use for building a stoker and found this hole behind the timing chain cover. Figure this means my block is garbage now and I'm out the $400 i bought this for, but decided to post on here just to make sure anyways. Thanks.

They're all like that, if it really bothers you grind out the flashing when you clean the block.

Really? Looks jagged so I was concerned somehow it blew a hole.

There's supposed to be a hole there to allow oil drainback from the head to lubricate the timing set.

Yours just looks rough around the edges.
