Water Jackets and Head Gasket

My 4.0 block and head of course have water jacket holes that match up on the side opposite the cam. These holes are not stamped out of the head gasket though. Is this correct and what would be the reason not letting the water flow through these passages between the head and block.

This is normal.

IIRC it allows the coolant to flow to the back of the head, and then to the front to prevent hot / cold spots throughout the head.
If it feels right, then STROKE it!
You're lucky that hundred shot of CAPS LOCK didn't blow the welds on the forum!!
