Jeep won't start

I recently rebuilt my 92 YJ 4.0. I have everything installed and ready to go but it won't start. I checked the battery with a DMM and it's fine, I checked the fuel rail and I'm getting fuel pressure, I have oil pressure, all my wires are connected as far as I can see. It cranks over and it's not backfiring so the distributor is in the right place. Any ideas?

Pull a plug and check for spark. If you have fuel and spark, something should happen...even if its wrong.

I pulled out a spark plug and left it connected to the boot and cranked it over and I saw spark so I know I'm getting spark

Put the #1 cylinder on TDC and double check the firing order. Maybe try pouring a little fuel down the throttle body to see if it will fire. Here is a link with FSM instructions...
