93 into a 2000
I have all the parts gathered for my build but my ride is a 2000 with the 449AA block and the worlds best head. I can get a buildable 93 with a 406 block and a 7120 head on the cheap, so other than needing a new header and making clips to hold up the coil packs what else will I need to get or do? Will Starters swap? Flex plates? pulleys? balancer? Just trying to head off any surprises or OH S&*^ moments so as to limit the down town of the engine swap.

All of the items you mentioned will interchange. You didn't mention which '00 Jeep you have and which Jeep model the '93 engine is coming from as there are minor differences between the ZJ blocks and the XJ/YJ for mounting accessories and for bolting on engine mounts.
